Abstract

Agri-environmental payments are contract-based incentive aids for the application of environmentally friendly methods for a period of at least 5 years. The Environmentally Sensitive Areas (ESA) Scheme was introduced in 2002 to offer incentives for farmers to adopt agricultural practices which would preserve and maintain parts of the country of particularly high nature conservation, landscape, wildlife or historic value. There are now 15 ESAs in Hungary.
Based on experiences of processing agri-environmental applications in 2002 and the English MAGIC web based application, the Institute of Environmental and Landscape Management developed a web-based information system that consists of three modules. The MAP module has got open access via Internet. It is an interactive map that contains spatial data organised in thematic layers. Each layer has attributive data such as in a Geographical Information System. With the map tools users can navigate, zoom, request information, measure length and area, print or save image. The DATA module is password protected. In this module the authorities of national parks can manage the agreed applications, register the parcel information and record the reports of controlling process.
The two modules are connected via the identification number of parcels. Authorised users can check contracts in the DATA module based on an interactive parcel selection in the MAP module. Also they can lookup parcels in the MAP module based on the spatial reference of a parcel selected by a contract in the DATA module.
To be finished later the ANALYZE module will be able – it is to solve one or more variable correlation analyses between agro-technological elements, yields, costs and ecological elements.
In the future the Institute would like to harmonise the developed information system with the Hungarian IACS and the ESA contracts registered in the Ministry of Agriculture and Rural Development.
