The Economic Implications of the EU Mobility Package for Light Commercial Vehicles

The European Union's Mobility Package, adopted in 2020, introduces significant regulatory changes in the road freight sector, particularly targeting light commercial vehicles with a gross weight between 2.5 and 3.5 tons. From July 2026, these vehicles will be subject to EU rules on driving times, rest periods, and mandatory tachograph use. This study aims to assess the economic impact of these regulatory changes, focusing on vehicle choice and cost structures. The research combines quantitative cost modeling with qualitative interviews to provide a comprehensive view of the expected responses and adjustment strategies of transport companies. The findings highlight how the increasing unit costs of van transport may substantially alter operational practices and fleet configurations.
